Oakland’s City Ordinance on construction and demolition (C&D) debris disposal states all asphalt and concrete must be sent to approved recycling facilities, and 65% of all other C&D debris must also be recycled.

Oakland’s Zero Waste Strategic Plan adopted in 2006 is one of the most comprehensive in the country.
The goal is to eliminate at least 90% of all waste heading to landfills by 2020. Oakland’s recycling rate exceeds California’s state mandated 50% recycling rate.
You can choose a private waste hauler for roll-off dumpsters.
You can choose any private waste hauler for commercial or roll-off dumpster rentals as long as they are permitted to haul solid waste within city limits.
Curbside service for homeowners and people living in multi-family homes (5-9 units) is provided via waste haulers contracted by the City of Oakland—currently, Waste Management of Alameda County and California Waste Solutions.

What types of debris are not allowed to be placed in a dumpster?
The type of wastes accepted by dumpster rental companies changes from provider to provider. Some types of debris are not appropriate for dumpsters for environmental reasons. California law and federal laws govern what’s allowed to be dumped at landfills and dumpster services must stick to these guidelines. These are the most common prohibited items:
- Chemicals and household hazardous wastes such as cleaners, bleach, paint, and other environmentally harmful liquids
- Automobile fluids such as oil, antifreeze and brake fluid
- Explosives such as fireworks
- Any flammable liquid
- Sealed 55-gallon barrels
- Scrap tires
- Lead-acid batteries (e.g., car batteries)
- Any construction debris containing asbestos
- Certain appliances that contain toxic chemicals, such as refrigerators containing freon
Depending on your situation, there could be other prohibited debris types. Talk directly to the company you rent the dumpster from to determine if any other types of waste should not be placed in the dumpster.
